The overall takeaway from this list: it's a legitimately hydrating, plausibly effective niacinamide product, with a vitamin C derivative playing a supporting rather than starring role. If the marketing on the front of this bottle emphasized "powerful vitamin C brightening" above all else, the ingredient list would suggest niacinamide is doing more of the heavy lifting.
Why an Active Buried at the End Matters
This is one of the most practical uses of INCI literacy: catching a headline ingredient that's listed suspiciously close to the end of a long formula. If a product is marketed around "retinol" or "vitamin C" and that ingredient shows up after the preservatives, fragrance, and coloring agents, it's a meaningful signal that the active is present at a low, likely less-effective concentration — sometimes called "fairy dusting," where just enough of an ingredient is added to legally list it on the front of the package, without enough to actually do much on skin.
This doesn't necessarily mean the product is useless — plenty of budget products still deliver mild benefits, and not every product needs to be a maximum-strength treatment. But it does mean you shouldn't expect a heavily marketed active near the bottom of a list to perform like a dedicated, actives-forward serum with the same ingredient listed near the top.

Given the 1% cutoff typically sits somewhere around where preservatives start appearing, this placement strongly suggests the vitamin C in this formula is present at a low, likely sub-1% amount — enough to legally list it and put "with Vitamin C" on the front label, but not necessarily enough to deliver the brightening effect associated with a dedicated vitamin C serum built around a much higher concentration.
This doesn't make the moisturizer a bad product — it may still be a perfectly good moisturizer. It just means you shouldn't buy it for the vitamin C, and you'd be better served pairing a plain moisturizer with a real, higher-concentration vitamin C serum layered underneath if brightening is actually your goal.
A Note on "Free-From" Claims
Front-of-package claims like "paraben-free" or "sulfate-free" are a different kind of information from the ordered ingredient list — they tell you what's absent, not how much of what's present is actually in the formula. It's entirely possible for a product to be free of one specific ingredient category while still being poorly formulated in other ways, or for a "free-from" claim to be more of a marketing trend-chase than a meaningful formulation choice. Treat these claims as one small data point, not a substitute for actually reading the ingredient list itself.
